Activision has announced live streaming capability for Call of Duty Black Ops 2 which is set to release on Tuesday November 13th. According to the official press release this is a first of its kind feature and integrated within Call of Duty Elite, users can see the players card as well as game stats. The live streaming features will only be available for the Xbox 360 and PlayStation 3 consoles and will need a verified YouTube account. As you would expect if you want to live stream through Call of Duty Elite you'll need to have a valid account there as well. The press release makes no mention of this feature being available for either the PC or the Wii U versions of the game.
